Role of Initiative

Recognizing the presence of a significant gap in terms of regional cooperation, the involved partners pursued to formulate the aim of JSPA Initiative trying to make a move from the zero point, without prejudice to the outcomes. Further steps forward are based on the opinions and judgments of the competent involved partners and their declared willingness and intentions to further discuss and work on enhancing capacity and safety, enabling cost-efficient operations and protecting environment, which are industry’s and Europe-wise goals and commitments.
Therefore, the idea of the JSPA Initiative stands for a pro-active and volunteer cooperation among regional national aviation organizations in the spirit of Single European Sky, enforced by the Regulations
(EC) 549/2004, 550/2004, 551/2004 and (EC) 552/2004 and their amendments by the Regulation (EC) 1070/2009.
The ultimate objective of the JSPA Initiative is to demonstrate that the Joint Service Provision Area(JSPA) could be a step forward in regional integration with better and safer Air Navigation Services provision in the regional airspace and it should be understood as a regional and inter-organisational partnership for cooperation and coordination.
Moreover, JSPA Initiative is included in the Regional SEE 2020+ Strategy for overall development of the SEE transportation infrastructure. Under this Strategy JSPA Initiative have commenced its work on the preparation of following projects:
– Regional PBN Plan and its Implementation Plan;
– Regional CO2 emission reduction Plan;
– Regional National Supervisory Authorities (NSA) Cluster and Pool of the Experts;
– Regional Strategy for GNSS/EGNOS deployment;
– Regional concept of a Free Route Airspace based on the Airspace study results;
